If you are in the southern hemisphere, then you betcha. If you are in the northern hemisphere, then I’m sorry to say, but you have missed the window of opportunity—you’re plants won’t do well.
Pepper plants, no matter their size, should be planted sometime in May.
If your plants have started to flower, I would leave them where they are. Seems as though they are doing well. Don’t fix something if it isn’t broken. Leave indoors and see what happens.

You have nothing to loose by trying it. You should “harden” them off for a few days.
